We have begun exploring providing this functionality. We’re planning to provide an option similar to ad extension scheduling where you can choose your account timezone or the searchers time zone. Bing has finally come around and provided the option of selecting specific hours for the Ad Scheduling (instead of the previous block scheduling); however, the ad hours/schedule is based on the location of the person viewing your ad instead of the Time Zone of your BingAds account. This makes it difficult (close to impossible) to run a single Campaign across multiple time zones/states without segmenting the Campaigns by Time Zone...
For example, I have a Campaign that targets the entire US with operating hours of 7a-7p PST. With the new, 'better' ad scheduling, my ads would show at 4am -4pm PST for users on the East Coast (7a-7p EST), meaning the ads would show outside of business hours and not show during some business hours as well.
....Getting closer to AdWords, but still missing the mark.
