At the moment you can create an audience by selecting an event, or for people that have been on a page but not another, but you can't create an audience with a combination of event or combination of events and pages.

For example, the following audiences are not possible at the moment:

Users which had Event A but not Event B
Users which had Event A and Event B
Users which went on page A, but did not have Event A
Users which had Even A, but did not visit page b
    etc etc.

It would be great to give the users more options to create better audiences.

We’ve started investigating this feature. In Adwords this feature seems to be geographical location based (e.g. assume everyone in Beverly Hills, CA 90210 is rich). Does this assumption work for your needs?

    Yes

On Adwords it is based on the average income of the postcodes. For example, if a postcode average income is in the top 10%, then it would be in the top 10% tier

Due to this reason, it is fully available in USA, as this information are known, but they are rolling it out to other countries as well.
