Improving country targeting for proxy browsers for mobile
I want to run my campaign for US only traffic.
When I run my ad, the incoming traffic to my site from Bing also contains traffic coming from proxy browsers like Opera Mini, UC, Nokia-Browser etc. In my reports, I can see that those users are not from US but because the proxy service in their browser runs in US, they get targeted for my ad.
It seems Bing (and its associates) does not check HTTPXFORWARDED_FOR header sent by proxy browsers.
Normally when a user interacts with Bing, this would be the flow:
(User) [REMOTE_ADDR] <-> (Bing)
But when using Opera Mini, UC etc.
(User) [REMOTEADDR] <-> (Opera/UC proxy in US) [User's REMOTEADDR as HTTPXFORWARDEDFOR, REMOTEADDR of proxy] <-> (Bing)
Kindly fix this issue as I am losing money for wrongly targeted traffic.

I raised this issue about the traffic from UC Browser and other proxies being mistaken as US traffic in Bing ads suggestions forum in 2015. I stopped using Bing ads for the same reason because I was getting junk traffic from UC Browser which cannot be monetized. Recently I started using Bing ads again. The problem is amplified right now.
UC Browser (and other phone browsers in Chinese phones like Xiaomi) use proxies based in the US. Bing ads backend is not being able to differentiate between these proxies. I have chosen only: "People in your targeted locations"
UC Browser's headers reveal:
REMOTE_ADDR: Their US based proxy's IP
X_FORWARDED_FOR: User's real IP
My Bing Ads account is X0004TM6

I am sorry for not being able to reply to you since I was not very active in development. I had stopped using Bing ads for a long time because of this issue. Recently, I decided to try it again. Unfortunately, I am still facing the issue and this time, the issue is worse.

Bing Ads location detection system does account for proxy servers the way you have described. There could be other reasons you are seeing delivery outside of your targeted area. For example, under 'Advanced Location Options', you can ensure that option for 'Show ads to people in your targeted location' is selected.
If you have any specific evidence regarding users with proxy servers being incorrectly served your ads, please feel free to send a Fiddler trace to pinaik at Microsoft.com. You can also send your account details so we can look into this issue.
