New Adult Keywords should be judged by Search Traffic, not Impressions
Adult advertisers can only use keywords in the Adult Keyword list. It is possible to get new keywords added to the list, but a while ago new criteria was introduced.
Now a keyword can get added only if it made at least 10 Impressions last month. I think the Impression metric is a bad choice. To my understanding - please correct me if I'm wrong - a term will only trigger 1 Impression if an ad was already shown for that keyword - so this basically disqualifies almost all new keywords from adding.
There's basically a catch 22 situation. New keywords are not yet on the adult list, so they could not have possibly made ads appear. So they could have not generated impressions yet. They will not pass the 10 impression test. This way 99% of new adult keywords will be rejected. (The only exceptions would be keywords which somehow trigger ads without being on the adult list, because of a misspelling, or non-adult variation, etc., and generating impressions that way.)
This is our practical experience as well - I can't get high traffic adult keywords added, because they have no ad impressions last month.
If for adult keyword review purposes, the specialists' tools loooked at Search Volume (Traffic) instead of impressions, the system would work a lot better. The current way a lot of otherwise good traffic keywords get disqualified, and potential money is lost - both for Bing and advertisers. :-)
