Time Zone Targeting Option
Currently, when targeting ads by Hour of Day, adCenter bases delivery times off the user's time zone; whereas, AdWords bases delivery times off the advertiser's set time zone.
Advertisers would like to have the option of which time zone is being used.
Sorry, one more relevant item of note:
Some states/provinces do not use daylight savings time. This further complicates the workaround of creating additional campaigns or ad groups and offsetting time by the correct amount of hours.
Ie, twice a year we will need to remember to adjust all our campaigns or ad groups for those regions by one hour, so as not to show them ads when we are closed.
I also wanted to add that by splitting up into different campaigns like this, we are also splitting up our daily budget, and data. It would be better to have more data and a single daily budget than have to allocate a small amount of budget and gather a small amount of data for each time zone.
I'll just sort of repost the case and some use cases in my own words:
There are clear/strong cases when advertisers need to be able to target users based on their own business hours, not the searcher's hours. I agree that a toggle / radio button be added to be able to switch between the two targeting options is a great solution to this.
Common use case #1 - Call Ads:
An advertiser is running call ads across the country and their business hours are say, 9-5 Eastern time. A single toggle could allow the advertiser to very simply target everyone and receive calls when they can actually answer them.
Common use case #2 - Web Leads:
An even more popular use case is when web leads must be responded to swiftly... and data shows that this should be "always", as leads followed up with immediately have been shown to have incredibly higher success rates.
Currently the only workaround solution (proposed by MS Ads reps) is to create separate, duplicate campaigns (or could be done with ad groups), for each US timezone. This is unwieldy—again if the target is the US we have 4X complication/duplication. Which again, could be resolved by a single toggle.

Ads showing at the time the business is open should absolutely be the standard. What good is it if the people on the east coast see the ad, and call the business when the business isn't even open yet? Seems like a no brainer. For now, I will just manage my settings to eastern standard time, not beginning my advertising till 11am I guess. Hopefully, Microsoft gets this configured sooner than later. These are the types of things that make me suspicious of doing display and remarketing with you guys. It's not very forthcoming.
Currently, there is a time zone option in Sitelink Extensions (see screenshot). It would be great to have this same functionality in the Campaign and Ad Group settings.
I Just came to suggest exactly this. Admins, this would be MOST useful to me. And likely pull more of my advertising dollars here rather than other streams.
Either switching this to match Adwords or allowing a way to match the adwords behavior would be great. For us personally contacts visiting outside of call center hours aren't worth as much as those who visit when the call center is open. Those times are unrelated to the users time. Either we pay more for contacts during off hours, or we pay less for contacts during call center hours, guess which one we're going to choose?

yes and it's super inconvenient!! Doesn't Bing/Microsoft know that there are millions of businesses who ONLY want to run ads during their available work hours?!?!

Yes there should be the ability to set a schedule based on MY timezone, NOT the user viewing the ad. We need this to run during OUR business hours which is only EST
Improving ad schedule. Targeting times are based on the location of the person searching for or viewing your ad. Customer who's targeting USA cannot modify the ad schedule base on Time zone since USA is following different time zone depending on the state. Ex: if they want to set schedule for their ads following EST only.
Bing has finally come around and provided the option of selecting specific hours for the Ad Scheduling (instead of the previous block scheduling); however, the ad hours/schedule is based on the location of the person viewing your ad instead of the Time Zone of your BingAds account. This makes it difficult (close to impossible) to run a single Campaign across multiple time zones/states without segmenting the Campaigns by Time Zone...
For example, I have a Campaign that targets the entire US with operating hours of 7a-7p PST. With the new, 'better' ad scheduling, my ads would show at 4am -4pm PST for users on the East Coast (7a-7p EST), meaning the ads would show outside of business hours and not show during some business hours as well.
....Getting closer to AdWords, but still missing the mark.

We target businesses exclusively so we want our ads to shut off around 5pm so we don't get individuals from home clicking on our ads. If we shut them off for the east coast at this time it's too early for the west coast and vice versa.
